Filing H1B application twice

Suppose that you file for H1B this year. Suppose that your application gets denied.

q1. Can you resubmit the same or updated application next year?

q1.2. If not, can you make use of documents complied to apply for H1B next year?

q2. If you can resubmit the same or updated application next year, how much does a typical immigration lawyer charge for this?

q2.2. Same as starting from scratch?
 
Same document obviously does not work, as your employment date must be different, and there should be company's signature with the certain date too.
You may be able to use the same marksheet and transcript, but LCA and I-129 prpbably need to be newly made.

Ok, does this help me to pay less for H1B application when I do it the second time or the attorney is likely to charge the same amount?

I don't know. These are documents you prepare and most likely they do not charge for these document, and so it probably does not help you to save money.
Lawyer needs to prepare dated document which they charged for.
