Filing fresh H1 while on F1 in USA

My friend is currently on F1 visa. She wants to file for fresh H1 visa. She is in USA currently. Can she file fresh H1B while in US on F1????
 
yes

generally f1 holders go the OPT route to H1. But if your friend wants to abandon F1, a change of status to H1 can be filed by an employer.
