Filing for sibling who is Canadian and already in US working.

I'm in the process of filing for my sibling (I-130) who is a Canadian citizen. He's already in the US working with his TN Visa. Does he require a Visa Number before applying to change his status (I-485), or he can go ahead once I receive notification from USCIS?
 
Just like everybody else in the sibling category he has to wait out at least 9-10 years for visa number availability before being able to file the I-485. So you should specify consular processing on the I-130, not adjustment of status (specifying AOS will increase the chances of him having a problem when entering with the TN, because TN is not a dual intent visa).
