Filing CP for parents Canadian citizens/Indian origin

Hi:

I want to file for green card for my parents. They are Canadian citizens living in Toronto and were born in India. I live in Ohio.

Please could someone tell me the following:
1. How long does I-130 processing take currently?
2. After I-130 I have heard the NVC will transfer their case to the consulate only after their priority dates are current. Do PD go by country of birth or of citizenship (I am thinking citizenship)?
3. Which consulate would handle their CP considering they live in Toronto?

Priority dates ALWAYS go by country of birth, but since your parents are immediate relatives they will have no priority date since that category is not numerically limited.

Which consulate would handle their CP considering they live in Toronto?
