After my persistent efforts and communication between VSC and US consulate at Bombay, finally I came to know definetly from Bombay that my file was retrieved back from them to VSC. This is in regard to people who have their I-140 approved for CP, but then file for I-485 and then at the time of interview at local INS come to know that their file is still in India.
So, in short keep pasturing VSC to retrieve your file ASAP from Indian consulate and they would do it.
I have my interview on BAL on 11/14 and hope now that my file gets transferred from VSC to BAL.
