He needs to call them and find out what happened... That's a very, very long time to have not heard anything back or to have had no checks cashed. Did he sent the package via certified mail with a return receipt and what not?!? He should call them up with this information if he has it and find out what's going on. It's not unheard of for USCIS to lose an application.
