File not available at interview ??

A colleague of mine recently went for his citizenship interview and was told that his "file was not available" and he would have to be rescheduled. He did his fingerprints in mid April, received the interview notice in mid May for an interview in mid July.

How can this happen? How early is the file physically sent to the DO from the service center? I thought that the file was sent as soon as the DO scheduled the interview.... And in this electronic age, its amazing that there is still a physical file .... Everything can be scanned and managed online.

With the sheer volume of cases, sometimes there's a disconnect between a file arriving from SC to DO in time for interview. It has happened to others as well, and it some cases the applicant was able to proceed with the interview since they brought a copy of their file. In such cases, the interview rsults would still need to be consolidated with the original case files once they are received from the SC.
As for physical files, USCIS is the midst of a 5 year plan to upgrade its IT infrastructure that will allow them to scan and digitally store all files in the future.
