File for Reentry permit while abroad?

I am abroad right now, and plan to be in US in March and file for I-131 retry permit for 2 years. However, since the new requirements for biometrics, could I apply for I-131 abroad and then fly back to US for biometrics and then leave the country waiting for its approval?

You have to apply for it when in the US; they will deny it if they figure out that you were outside the US at the time of applying. After they receive the application, you can leave the US and then return for the biometrics.

No, you have to be in US in the day the USCIS receive your package and obviously the day of biometrics.
