When do we file AC 21, before or after changing the job ?

If it is after changing the Job, then do we have to enclose any paysubs from the new company ?

Also if it is after, then what happens if the old company revokes I140 before we file AC21 (have to give 4 wks notice, once we give the notice they can revoke)

Whenever you want.

That would certainly help demonstrate that the offer is bona fide, but it's not mandatory.

Then you provide evidence of the new job offer (like your offer letter from the new job).
