Few questions about sponsering parents outside US

I am a US citizen and i want to sponser both of my parents who live outside the US? what's the process? Do i need to send all the completed forms (I-130, I-485, I-864, 1-693) to service center in US or the consular office where they live? For my brother, because visa number is not available immediately, i've sent the I-130 to vermont service center. But they are immediate relatives and a visa number is available immediately so do i need to send the GC related forms with I-130? When i did my AOS in US 14 years ago when my USC wife sponsered me i've sent all of them at one time, is that any different?

Yes, that would be the correct first step for CP (consular processing). After that, you will receive instructions from NVC for what to do next and when to send money.
 
You mean when and where to send the rest of the forms for the GC application after I-130 is approved. Of course i need to send the 190$ with the I-130.
 
Yes, that is what he meant. You will still have to pay for additional things once they inform you of such things. For now, I-130 is the first step.
 
Yes but im reading different posts of I130 and I-485 being filed concurrently. My parents are not in the US does that make a difference (CP) than filing for AOS?
 
Your parents can not file for AOS (Adjustment of Status - I-485) because they are NOT physically present in the USA.

Therefore, their only way to go is through consular processing (CP).
