Not impossible, but unlikely to work. Most states want a detailed description of your practice before they give you a waiver recommendation. Most of them are looking to make sure that you actually add a service that would not be available otherwise. If they are ok with you being in a training position (which could typically be filled with a US grasduate) this might work.
