Fedex today or tomorrow

Another question on the hot H-1B topic. Can the employer overnight the H-1B package today (3/31) so that DHS will have it on (4/1). Or, get the LCA done on 4/1 for employment starting 10/1, and send the package tomorrow. In that case, DHS will receive it on monday, 4/4. Employer is waiting to send it tomorrow, but I dont want the quota to run out :(

I thought the LCA can be done only 6 months before Oct 1st i.e. tommorow.So how can you fedex the H1b today ?
