is it possible to get approved while name check is pending

anyone got approved when NC is pending?

Been told by Congressman..."your case was placed with adjudicating
officer".....is it any indication that Name Check may have been completed
and results received by USCIS or is that a frivolous assumption to
make ?

No ... That does not mean much !!!!I could still be delayed if your name check is not completed !!!!!! ( meaning back to square one)
