FBI Name Check -- Who should do it?

I got my FP1 done on Aug 31st '04 and site got updated with status that FP review information received on Sep 07 '04.

Should I be initiating query with FBI for name check? Who should initiate inquiry? Is it by default better to do for anyone or are there some signs which should prompt for the action?

It doesn't really help, coz whatever the outcome, you can't take an action either way.. However just to rule out what your 485 petition is waiting for, you can check with FBI to confirm if the name check is done. I would think when you see other approvals from your RD month, you have completed your FP, have replied to RFE etc, and you don't see what the hold up is when everyone else around your nd/rd dates seem to be getting through.. It may make sense to see that.

I think FBI doesn't reply if they haven't sent your namecheck back.
 
FBI replies one way or other.

In my case they responded saying they don't have any records from USCIS requesting for name check. Any action which forces USCIS to look at I485 would initiate FBI/IBIS name check. (AP/EAD renewal etc.)

so what you are saying is that we can check the name check status...but we cant do anything to trigger it or expedite it...it will happen at its own pace?

with my ND as Jun '03 i am not sure if it makes any sense cos even if its complete or not uscis wont do any approval in near future...

One might want to get the status on namecheck to see where their application is stuck. People who initiate an enquiry either personally or thru senator etc. get a response from CIS saying that application is pending namecheck or something like that. Thats when it really helps to check what the status of namecheck is.
Again, you are right. Even if you find that the namecheck was done, there may not be much that you can do. I am an Apr 03 filer (just a month or so ahead of you). I would wait 4 or so months before I can even start thinking of my approval.
But, you never know. You might see the sweet email sooner.
