How does the fax inquiry works

Can it be done by the applicant or we have to ask our attorney to
do a fax inquiry.

It is better if the attorney does it, but if

the attorney is unwilling, then applicants can do it themselves.
I have done it and even got a reply from CSC by fax (Please always give a fax number for CSC to reply to).

I got a reply when I faxed to 949-384-3050 Div I. This is contrary to what the official document says (Div IV and some other phone number)

When I called the IIO he asked me to fax on 949-389-3055. Please
resond if the number you gave is correct.
