Fast track labor

I came to know from a friend that by end of September, INS is going to pass a law for fast track labor processing. They are not going to start this type of processing before January next year.

How good is this information. Is there something like this at all coming up. If anyone has any information that s/he can share, it will be great for everybody in this community.

Besides it's DOL, not INS. And they've been talking about it since ever.
