If I apply for a green card for my sister on Family based visa which could take 10-15 years to process, can I try other means to bring her to the US in the interim or if there is a I-130 pending, can I not try other means

Unless she can qualify for an H-1/2/3/4 or an L-1/2, not likely.

She can participate in Green Card DV-Lottery, unless your country is not qualified.

What causes the process to take 10 - 15 years, is that based on the numbers of family based visas available for a certain region?

I will reword my question. Take this situation

1. I have a pending green card processing for my sister.
2. Is is legal to try other means like say a visitor's visa or H1 for her when there is a pending case already? I had heard that you cannot have two processes going on at the same time?
 
What do I need to do if I want to file for my siblings as I am getting naturalized soon. Can I file myself, I mean is that easy or do I need lawyer ??
What kind of Info or papers do I need about my siblings ??

H-1 Visa is a dual intent visa. Hence she can try to get an H-1. Student (F-1) or Visitor (B-1) visa would not be appropriate.
