If I apply for a green card for my sister on Family based visa which could take 10-15 years to process, can I try other means to bring her to the US in the interim or if there is a I-130 pending, can I not try other means

Of course. My mistake.196111 said:You must have meant I-130, not I-131.
I-131 is an application for Travel Documents.
