Family based GC for sibling (sibling is UK citizen born in India)

Hello everyone,

I have a sibling who stay in UK and has a UK citizenship (He was born in India). I was wondering if he would still be in the same line as other family based immigrants in F4 category (I believe the priority date for F4 as per February bulletin is 01 JUL 04) or would he get some preference based on his UK citizenship?

Please let me know if there any other ways that he can get a US Green Card faster.

It's based on country of birth, which for him is India. His current countries of nationality are irrelevant. The final action date for F4 for Feb 2017 for people born in India is 15JUN03.
