So far the news I have seen is this

which asks a US citizen to show a passport to enter US from canada /mexico. Although a subsequent para says BC or DL is accepted for US citizens!
If you have a old expired H1 stamp and a new valid h1 approval, per AC21 (take a hard copy) you can enter US.
If you went to canada/mexico for stamping and the stamping was refused, unless you had a valid I94 and a different status you can fall back on, per April 2002 memo, you cannot enter US.
All others , there are no new restrictions till now. If there is any, please post the link in this thread ASAP, so that everybody can be forewarned.
