F4 CSPA Calculation

Hi everyone,
I am writing this thread as the child of a F-4 based applicant. I am struggling with whether I am aged out or not. We are from China and I am currently on F-1 visa in the US. Below is my information.
category: F4
priority date: 2006.8.28
approval date: 2009.6.23
date of birth: 2001.2.27
Unfortunately, we were not able to start the process when the PD became current first at August 2019. With god blessing, we received a letter from NVC last November saying that our case could be reinstated and we did reinstate the case successfully. But after the documents had been accepted by NVC, my name (child) was somehow removed. I attached the letter and the transaction date for our case. I would appreciate it so much if anyone could answer my doubt about the calculation of CSPA.
PS: The visa bulletin indicates that in February 2020, the chart A withdrew from 01FEB07 to 01JUL06.

Why? As you can see there is a “seek to acquire” requirement within 1 year of the PD becoming available. I think this alone disqualifies you if you cannot show extraordinary circumstances.
in any case it seems to me you are aged out now assuming they use your original PD to calculate it.
