F4 Category Children aging out

Here is my situation.

I filed for my siter under F4 category

1. Petition Filed 07/26/1999
2. I-130 Approved 05/17/2005
3. I-130 Pending 5Y 9M 25D
4. PD Current 12/01/2009

I recevied letter to pay Fee for my sister for AOS $70.00 I paid that in October 2009. Then I received to pay $400.00 fee for Visa for my sister and her husband. i paid that in November 2009.

I did not receive any information for my sisters children so I sent an email and letter to NVC that they should be qualify under CSPA rule. They sent me letter that they will review and let me know the decision. Now yesterday I received an email to pay Visa Fee $400 each for her 3 children.

Is this mean they are qulified to come to USA? I am little confuse as I have not received an other communication but received information to pay their fee.

If you know the children's ages and your CSPA calculation shows that they qualify, then it probably means the $400x3 is because they qualify.

All children under 26 years and 9 months will get their GCs.
