F1 visa denied twice.. whats next??

Hi!
  I went to the us consulate in bombay and my f1 visa was rejected twice. my fiance is a h1b holder. what are the chances of getting h4 visa after this situation? should there be a time lag between recent date of denial of f visa and application of h4 visa? how much time difference is reommended? is it recommended to postpone our marriage by a month or so just to get the proper visa?
  any suggestions will be appreciated.

H4 has been denied to people for whom a previous non immigrant visa denial meant that the immigration intent was not proved effectively. What was the reason for denial? Your H4 approval might be affected by that denial. Moreover the letter of denial should state how long you cannot appear for another personal interview...
If nothing is damning in that denial letter, Since H1/H4 has dual (non-immigrant as well as immigrant) , you should be able to get H4.
