F1 rejected twice going for H4--chances??

Hi,
My F1 was rejected on the bases of potential immigrant.
Now I am getting married and want to go on H4, since my husband stays in US. Can any one suggest me my chances of getting H4 or should I try for F1 again?
Would it be better to go on H4. If so will I create an idea that since I was rejected F1 I am going on H4. That is not the case since I am really getting married and I have to go as H4.
Any personal experiences and suggestions are welcome. I really appreciate your help.

I had a question that if a person has a valid tourist visa and tries to get F1 visa and visa is rejected, in that case is the tourist also rejected or person can still come in as a tourist.
