F1 Rejected-Because brother in US (Need Suggestion for second time)

Hi, I am in US and my brother got rejected for F1 because I am here in US on H1-B and I came here on F1 few years back. My brother was told you will do the same so can not give you visa. Any suggestion for his second interview? Please advice.

He can go for 2 nd interview, but most probably no change in results.
Try to get him job and bring him in H1.
