F1-OPT to J1

I finished graduate studies in physiscs and i am curently F1 opt working as a post doc in a department in the school of medicine. I asked them about applying for the H1B visa but they said they will need to apply for me J1 visa and exhaust the 3 years under J1 before they can apply for me the H1B. My question is am i going to be subject to the J1 2 year home residence and can i start an application for a GC if get into J1 visa. What if i get a job before the end of 3yrs in another company, can that company apply for me a H1 if i have a J1 visa?
 
you may be a subject to HRR if your profession in on the skills list for your country. Then, if you have HRR, you will not be able to apply for GC or H1B until you spend two years at home or get a waiver (which is difficult).

Why are they saying they cannot get you H1B? as far as I know there is no quota for H1Bs working for universities... Are they just greedy, since it's more expensive to get H1B?
 
They just changed their policies claiming they were giving a high number of HI-B thus they now require J1 first before H1. part of which is being mean and secondly greedy. who knows what they are gone to do next. i think this is pretty brutal, before i interviewed i was sure of a H1 now slim chances have to wait till 3 yrs.
