F1 --> H1B, stamping in Mexico / Canada

Hi All,
1) Has anyone had / knows of any recent experience with H1B stamping in Mexico or Canada (especially Canada) ?

2) In particular, what happens if the visa is rejected there? How does one re-enter the US in that case?

3) Also, if it is rejected there, then is there a minimum amount of time that one has to wait before trying in a consulate in India?

If rejected...

in mexico or canada, only way into US is to go to home country and get the stamp. There is no waiting period.
