F1 entering earlier than enrollment date

My girlfriend got her F1 and is going to enter the US in July. She wants to be here as soon as she can.

I guess there's a rule that students on F1 can enter the US only 30 days prior to their enrollment day. Is that right? Is this 30 days or 1 month?

Suppose that my girlfriend's enrollment date is August 21st. Will it be OK if she flies to US on July 21st?

Yes July 21st should be ok. I came into US as a student and I did come atleast 3 weeks prior to start of my enrollment day.
