F1 denied, Very Urgent, reply please

One of my friend went to F1 visa at chennai consulate and got denied. This was his first time. Was wondering:
1. Can he go again for the second time? Is there any limit?
2. Does he needs a new appointment or can he use the same?
3. Is there any time that he needs to wait before he can appear for the second time?
4. What are the chances of getting visa if applying again for the same university for second time?

your friend can try again. i think u get 2 chances..not too sure. you should check on the website of the chennai consulate. i think u'll need another appointment. on what grounds was the visa rejected? if it was based on intent to immigrate (221g), then make sure next time ur friend goes, he/she takes adequate convincing documents (property papers/job offers when he/she returns after studying) etc. what had the visa officer rejected the F1 for?

2nd time they will send to Sr Counsel, because you are challenging the counsel who already interviewed. you may need appointment. Chances are always vey very little.
3. Is there any time that he needs to wait before he can appear for the second time? NO, can appear next day if you have an appointment. But preparing for the interview with required documents are important.
4. What are the chances of getting visa if applying again for the same university for second time? University does not matter. Concern is individual. Counselor thinks he may not return to home country
If the rejection is due to immigration intention, it is very hard to prove it again.
