F1 denied - H4 Granted?

Hello Gurus,

My spouse had been denied F1 twice six months back. Can she apply for H4? Or could be a problem as after two rejection of F1, person cannot apply for visa for two years at embassy.

Or she can apply for different catagory visa but not as F1?

Plz guide.
