F-2 to F-1

Hi,
I currently hold F-1 visa and my wife holds F-2 visa. We are citizen/permanent resident of India. Right now we are in Germany(I came here with my advisor). We still maintain our status. We have got temporary residence permit from Germany (valid for 6 months). Meantime my wife has got admission from a US university.
Could she apply for F-1 visa from Germany? If her F-1 visa is rejected then could she retain her F-2 status? Does she need to apply for change of status or new F-1 visa? Please help

She should be able to apply from a US consualte in Germany since she has a residence permit for Germany. I don't think, and I may be wrong, the consulate will cancel her F-2 visa if the decide to deny her application for an F-1 visa. If the F-1 visa is issued, they will most likely cancel the F-2 visa. If she re-enters the US with an F-1 visa, she has no need to undergo COS. If she re-enters on her F-2 visa then she needs to undergo COS before joining her institution. You may want to call a lawyer just to ensure this goes smoothly.
