F-1 Reinstatement Status

I hope somebody can help me with this.

So I was enrolled at a College in California in the Spring 2005 as an F-1 Student, then I wanted to transfer to another college in Texas during the summer, but I was kinda late with the transfer forms, so I had to fill out an form for the " Reinstatment ", but I got an new I-20 and everything from the College in Texas for the fall in 2005. But in December 2005, I had to leave the US and come back to Europe because my dad got sick, and I finished the Fall semseter at the college. And now a year later I got an Letter from the USCIS that my reinstatment for F-1 was denied.

So my Question is,( I left the USA in December 2005, and I got the answer from the USCIS October 17th 2006) Can i still fly back as a tourist? or again as an F-1 Student? or am I kinda banned to enter the USA????

can you please tell me why your reinstatement was denied because i am in the same situation. I applied for reinstatement because I failed out of status. I did not go to school for one semester because i could not pay for my school fees on time. i just applied this february.
