expired Green card renewal

My friends parents have a green card that has expired. They had one 30 years ago.

After that they never came back to the United States.

Is there a way for them to renew their expired Green Card. They both have a master degree from the US and his dad has a PHD from the US.

If they want to get green cards again, do they have to go through the same process as the one for 1st time applicants or is there another process they can apply for.

I don't think your friend's parents' green card expired, their Permanent Resident status expired.

No, they can't just expire their green card. From what I know, they are deemed to have abandoned their permanent resident status and they have to start from scratch.
 
I'm afraid the GC has expired - since it is linked to the permenant residency status of the holders.

When your PR status is valid - then your GC doesn't expire/only the plastic card does. However, since the holders in question have long since abandoned their PR status - they cannot renew the plastic cards.

I'm afraid TheRealCanadian is correct. They will have to reapply all over again for permenant residency.
