Experience with Police clearance

My wife, currently in India needs to prepare for CP. For this she needs a police clearance. Our permanent address is in Bangalore though my wife is currently in Delhi with her parents after childbirth.

I tried to submit the PCC form at Passport office in Bangalore but they are asking for her physical presence even to submit the application.

Any experiences in this regard? Please share
 
The requirement of the applicant to be present is a standard practice. In fact in Mumbai, the applicant's presence is demanded while applying for PCC as well as collecting the passport. One suggestion is that you could try and meet up with the Regional Passport Officer himself and explain your difficulty. He might suggest an alternative if possible.
