Experience Letter Issue for applying I-140

Hi,
My perm Labor cert. just got approved couple of days back and to apply for I-140 I need reference letters from my old employers. I worked for 3 different employers and one of them is not providing me the reference letter. What should I do in this case. I got all the paystubs and original offer letter from that employer. Any feedback is really appreciated.

If you apply I-140 without enough support document, you will receive an RFE when they process your case (USCIS may not deny the case because of missing exp. letter , but they WILL NOT APPROVE). Usually the company will not accept to apply I-140 without enough support document from beneficial, so why don't you just wait for getting all exp letter to apply.
 
But one of my old employer is not providing me the reference letter. I don't know anyone else there either. So what should I do in this case. As I have all the paystubs, offer letter and W2 form with me from that employer. I tried several times but he is refusing to give reference letter. Any feedback is really appreciated.

If you know any one whom you worked with them in your old company, get a notarized supporting letter from that person.
 
I don't have anyone to ask for reference letter either. I tried several times but no luck, is there anyway out of this. Is there any other option.

I don't think so. I hope USCIS takes applicant's words for that but they don't :)

That is why I always tell people to check what they can get first before actually apply for PERM (Sometimes people just lie about their exp in the resumes for just getting higher pay and affraid to tell the true when it comes to start the GC).

It looks like your co-worker is happy now since he/she could sub your LC.
