expedite request cannot be honored--gurus please advice

I faxed an "expediate request" to VSC today, and got fax reply saying that:
"we cannot honor your request to expedite this case. Due to the Congressional interest on it, you should contact the office of Senator xxx for information"

anyone has such experience? what this reply means? Counsulted with my attorney, he says that the immigration service has a policy that it will not
expedite cases which a congressperson has already inquired about. Is it so? Anyone had/has same kind of response please share your thoughts.
