Expedite AP for emergency travel purposes

Hi

I have filed AP for my wife with RD July 8th and ND July 22 in CSC. I am not sure if INS tracks by RD or ND but my wife needs to travel immediately due to personal reasons. H1 has expired so H4 visa is not an option. If INS goes by RD then I can expect her AP anytime now. But is there a way to expedite the AP approval for emergency purposes ? Can we go to local INS office or something to get it approved sooner ?
Any advice is greatly appreciated.

--------------- local office will need fax from doctor,hospital for emergency from your country sent to you. it depends what is the emergency
