According to this article on FDBL,

It should be noted, however, that facilitating the international movement of business personnel will be "off message" in this new department, and delays in visa processing are likely to mount rather than recede in the short to mid-term.

Updated 11/23/2002: Short-Lived Panic on Local District Offices' Adjudication Moratorium/Freeze News

For the last three or four days, there were rumors or news going around throughout the country that the INS HQ had imposed a moratorium and freeze of adjudications of green card or related applications at the local district offices. The rumor continued that there was no confirmed ending date for the freeze order.
Now, the INS HQ, through the AILA, clarified the confusion. It confirmed that there was no HQ order of freeze or moratorium. Apparently some District officials misunderstood the HQ memorandum that specified security clearance procedure and requirement details. This news, for a while, hit the roof among immigrants and their relatives whose applications or petitions had been pending at the local district offices, mostly family-based proceedings but some employment-based proceedings that had been transferred to the local offices for interview.
The security clearance memo will definitely slow down the processing at the local offices but the cases will move on. So, relax!!

Yea slow down, not stop. So earlier they used to process 1 case a day. Now they'll process half a case a day.
