Exemption from LC

Can any one let me know if there are any pre-conditions through which someone can have LC exempted? Is there any educational qualification or no. of years of experience which will result in no need for LC?

Some E1 holder can skip LC process.
I know some people who was transferred as president/VP/manager to US branches of multinational enterprise with E1 visa(instead of L1) did not go thru
LC process.
