exception from minimum stay rule to maintain PR

Hi,
My sister got her Canadian PR in April of 2007. But she is studying medicine in India currently and will only be done in a few years. Does she have to return to stay in Canada to retain her PR in April 2012 or 2010? Is there any way she can get an extension for the time she can stay out of Canada, the reason being higher ed? If so, how?
I would appreciate your input.

She has to spend 2/5 years in any rolling window in Canada. There is so extension period. There are certain exceptions. Does your sister have a Canadian spouse?

She started studying medicine before she got her PR so I do not know how she can be expected to fulfill the rule. Someone had told my father that a minister can grant her exception. Maybe the person is just misinformed. Is there any Canadian authority that we can write to?

I honestly don't think anyone can help your sister here. I don't even know if the Minister for CIC has such discretionary powers.
