Ex-green card holder to come visit family in the US

Good morning!

My mother and I are both US citizens. About 4-5 years ago mt grandmother, who is a citizen of Ukraine, got a green card and lived with us for about a year and a half. She then decided that she wanted to go back home to Ukraine adn live there. She has lived there since, it has been about 3 years. During this time she never came to visit us. We are trying to get her to come to the US next year to VISIT for about 3 months. I understand that she is not a permament resident anymore, hence she cannot use her green card to re-enter US. However I am wondering if you now what is the appropriate procedure for my grandmother in this case? I read somewhere that she needs to surrender her green card at US consulate. Can I apply for a b-2 visa for her? Are there any other options I am forgetting?

She can surrender her GC and simultaneously apply for a B1/B2 visa. The fact that she is surrendering her GC will help her chances of getting the visa.
