I passed my PE exam. However, I will not be issued my license until I become a permanent resident. How frustrating! INS still has not approved my ND-11/98, I-485.

Really? I have never heard of this. Are you sure. I had not taken my PE yet, but I am going to soon. And I know several people who have taken it. Where do they ask you if you are a PR or not.

Not all states require it. I took the exam in NY. They let me take the exam without asking any questions about my status. After I passed, they sent me a form to be filled out saying they will not issue the lisence until I can prove that I am a permanent resident or a citizen of USA.
