Eventually successful Interview experience at Chennai on 19th November

Hi,

Here is my Chennai CP interview experience on 19th November 2002:

Due to some personal requirements I left early to India 20 days before my actual interiew date. Finished our(Myself and my wife) blood test and X-ray on 6th november 7.30am and collected the reports same day 4pm.Remember to visit Lister labs before 8.30 am, if you need to collect reports same day. Our apointment with Dr.V was at 4.00pm. Its a old building with no sufficient lighting in wating room. Dr.V leisurly got into her chamber at 5Pm. Appointment time funda does't seem to be sounding good here. We got a call at 5.15 after 1 hour 15 min.. later than our appointment time. After all these, Dr.V finished all formalities in half an hour time for both of us. Be sure to verify medical reports before you leave doctor. Medical reports were not sealed. My wife was curious,
"why reports were not sealed?".
Obvious answer from Dr.V
"If no medical issues, cover will not be sealed".
Out of Dr.V hospital by 6pm and headed to our native, 5 hours drive from Chennai.

Reached back Chennai on 18th evening and were at consulate by 7.50am on 19th morning. Showed our appointment letters at the gate and were in by 8.10am at the counter no:8. Handed over all required docuemnts and seated for our turn. Met localMadras and RaviPk. We had good time talking for a while bofore some irritating news to me. Around 9.15 am a caucasian came in and performed oath process and asked us to sign DS 230 part -I (If you are using a photo copy of DS 230 part-I which is sent to NVC, you need to sign adjacent to your earlier sign). While we were signing DS 230 part-II,
"Is your kid travelling with you?"
he questioned looking at my kid.
"Yes" I replied.
"Where is her passport?"
passport handed over to him.
"Ohhh.. US citizen!!".
He just stepped back for couple of steps.. Watched my kid and started looking meticulasly into my kid's passport and her photo in it.
"When was this photo taken" questioned showing photo in passport.
"When she was 2 weeks old", I replied.
"Did you carry her birth certificate?"
I was about to pick from my folder.
"That fine.. " he got convinced and starting talking to my kid. "How is America??". "Ok. we will call you. Be seated.". He turned to next.

At 10.20, My name was called,
"Who is your pititioner?".
I replied for that.
"You submitted incomplete application".
He said while pulling some papers out of my file.
"What.."I almost barked..
"In one of documents sent to us, your wife date of birth is missing"
I just nodded my head. Meanwhile my kid gave a sparkling sound... He smiled at her and asked
"How old is she".
"15 months". We both replied at once. He started giving back all original documents.
"Where are your latest pay stubs". I gave him originals and he did not return them back. Instead he returned photocopies.
"I am statisfied with all documents excepting your wife's date of birth issue"... he started talking...
"When are you travellling back". I replied.

"Ohh 10 more days to go. We will put wire tonight itself. now a days name check for date of birth is not taking more than 3 days... hope fully you will be getting in 3 days time.."

Ohhh God... what is he taking??? No clue at all. What is the "wire" and for what and to where?? so many questions and no answers.... and I stood unmoved as questions getting ramified...
"Whats going on??"
My wife wispered.
"Some problem I believe".
"Whats the problem?" one more wisper.
"I don't know." I replied.
Meanwhile he picked up a green paper and started writing something in it and at the end he mentioned "- DOB" referring to date of birth I guess. I could see only that in entire filled green paper.
"Is there is any problem in my case" I questioned.
"No" he replied back.
"I have no vacation. I need to go. Can my wife travel later?"
I continued.
"You can check with consular officer later" he replied without lifting his head and continued to fill other forms. No forms were given for signing.
"Please be seated we will call you"
he left window even before we heard that and we returned back to our seats. LocalMadras and RaviPK were curious.
"Name check??"
"Ohh there were few postings in immigration portal couple of weeks back" LocalMadras remembered.
RaviPk kind enough, waiting for us added
"Yes I too followed that link!!".
"What was that??" was my question.
LocalMadras and RaviPk gave me some info on that thread.
"Did you sign any form?"
I checked with LocalMadras and RaviPk . The answer is "YES". But none with me. It was almost 2 hours of horrible waiting time.

At 1.10pm (I don't remember exact time) they called me again. I see same guy who collected my documents in counter no:8.
"We cannot issue visa today..".
Like a bolt from blue..."Why??" I replied.
"We cannot adjudicate an incomplete application".
"Which incomplete application" I questioned.
"Ok sir, let me explain you..... in one of documents sent by NVC some information is missing and we need to clarify it with our office in Washington".
"Is that the DOB issue?" my next question..
"Yes. We need 10 days to clarify with our Washington office".
"Will it take more time or just 10 days?? What are the chances of getting visa at all??"
I hurriedly shooted my questions, watching him moving away from window. He picked up a small file placed on a table about 5 ft from him.
"You will definetly get it sir.. dont worry!!" replied very politly and started returning our passports and a "BLUE" sheet.
"Sir, his vacation is ending in 8 days. He needs to get back to his work. Can he get his visa first" my wife requested.
He was about to reply and in middle another caucasian who was watching all these for a while joined in
"Sir please go through bule paper given to you... an incomplete pitition cannot be adjudicated. Its LAW".
"Ok.. if you have problems with my wife's pitition, why can't I get visa today"I sounded equally.
"No sir. both of you will get visas once clarification from our Washigton office is received"
he replied loudly and now conversation continued between caucasian and me.
"Will it take only 10 days or more??" same question served once again...
"Minimum 7 days and maximum 10 days. If we don't hear from our Washington office within 10 days, we will process it".
He saw me unconvinced.
"One minute sir..". He switched off the mike and started discussing with Indian officer. After few minutes of chat(We could't hear what they were talking), he pulled back blue paper given to us and noted a phone number on it 044 8112000 - consular section. Switched on the mike and said
"Call this office next monday, if you are lucky, you will get visa".
"What if I am not lucky.." I murmered and stood unmoved.

"Are there any documents I need to submit?".
"No .. NO.. nothing... you are absolutly fine. Issues are with our documents" Indian officer replied.
"Then what should I do now?".
"Nothing. Call our office next monday. You don't need to get your wife and kid next time".
I started moving away from window and eventually from consulate.

... Contd... CP experience on 19th november

Its a printed A4 sheet, light blue in color. "We regret for not issuing your visa today.. " printed out followed by handwriten words"NCIC name check required. We will get it. Please visit our office after 10 days".
"What is NCIC?" My wife started questioning as usual...
"I don't know..".
Rushed to browsing center and started looking for "NCIC". Found some info "NCIC-National Criminal Information Center". Logged into immigration portal and went through some related links referred by Moulin and got convinced to some extent that it may not be a serious problem. Called consulate next monday. Annoying reply
"We did not recieve your name check yet. Call back after 2 weeks".
"What?? 2 weeks!! But consular officer asked us to call on monday" I replied in a very low tone.
"Sir you are educated. Do you think if you can hold phone for some more time, you can clear the issues here.. " One more enegmatic personality!!
"If I guess so, I would have done the same from US " I replied. Decided to chill out. No more calls to consulate after that. 10th day after my interview date happened to be friday. That means next working day for immigration section is tuesday. So I was not sure if I can visit Friday. Thurday night LocalMadras called from US and convinced me to visit consulate on friday. I was skeptical about my entry at the gate if they interprete "10 days" in blue paper differently. Any way I gave a try on friday morning and entered consulte without any problems.

At window no8 : same guy who gave blue paper earlier.

Immediatly identified me and my wife.
"Did you call our office?"
"Yes. Called last monday and they replied that they hav't yet received...... You asked us to visit your office after 10 days in your letter and today is 11th day after my interview" I continued.
He left window and started calling someone. He came back to us and said
"Some one will look into your case. Be seated". Exactly at 10.10 am they called my name.
"You will get your visa tomorrow" he said even before I reached window. How cool is that!!
"Is address for courier is correct?" he questioned..
"It is my native place address. Will I get visa tomorrow to this address?".I answered.
"No.. give some local chennai address.. so that you can get them tomorrow".
"I don't have one now. Can I go out, get into a hotel and get back to you??" I requested.
"No. If you go out you cannot get in. You can leave now and call me to update your address" He was quite accomodative. Left consulte with peace of mind. Called consulte to update my hotel address and received packet next day 11 am.

POE on 2nd december: There were hardly 3 people in new immigrants line and I was leading the line. It took less than 5 minutes to clear all formalities.


So my dear CPers: As saying goes.. "Long road is not without a corner" -- Some problems in CP too... even if you look pretty enough with your documents.

I am greatly thankful to Immigration portal which gave an oppertunity to get tonns of information without which I could't be able to immigrate and got me quite a few caring friends.

Yes, chill out now! and take a vacation! from the exhausting trip to India you deserve one.

CONGRATS man !! Really I was remebering you a lot. And what u did for ur Birth Certificate ? What was ur POE ?

saradao congratulations in getting through, however i have one question, was it consulate-NVC problem or you missed something while filing document to NVC or Consulate, and if you know the name of the document kindly let us know.

All in all end matters, and you had a happy ending .... take care !

Thanks Ranen,
I supported 'missing name' birth certificate with affidavit. At consulate they returned back affidavit at very begining(It was not carried to document checker or adjudicator). I did mention 'missing name' in my bith certificate and he was fine with that. Please be noted that AFFIDAVIT IS REQUIRED FOR ' MISSING NAME BIRTH CERTIFICATES'. In fact he went through affidavit and returned back to me. Only interesting issue here is it was not carried to adjudicator. My POE was San Francisco. Good luck..

Thanks bsoni. I believe there were no issues with my documents and it was confirmed by consulate also. It looks like consulate-NVC problem. They said date of birth missing in one document and letter given to us mentioned 'Name check required'. Here is what I learnt :

In case of missing personal or biographical details of benificiary

1. Consulate will place a wire to NVC with case number and other requirements.

2. Consulate also places wire to NCIC (Natioinal Criminal Informational center). This FBI database is NOT public record and cannot be legally accessed by anyone other than criminal justice agencies.

NVC almost responds immediatly (in a day or two) and NCIC is supposed to respond within 7 days IN CASES OF CRIMINAL BACKGROUNDS. Otherwise consulate should waite for 10 days to continue processing.
