The is not such a thing as a "European Passport". If by that you are referring to a passport from a EU country, you first have to be a citizen of that country. As far as a UK DL, you need to pass the written and the driving test, no exceptions. If you hold a valid DL from another country (e.g. U.S.) then you can legally drive for 1 full year in the UK. Other countries, like Spain, have different rules regarding DL.
