ETA-750 part B is needed for NIW petition.

Check USCIS I-140 filing instrcution -- you are required to submit 2 signed copies of ETA750B. I know some got RFE for missing it, on the other side I know people got approved without submitting it. Myself missing 1 copy during I-140 assembly but got approved without RFE. See my previous posting.
So my advice is no harm if you enclosed them. Good luck to your NIW :)
