Estimated i-485 processing time F1

I am going to file my i485 this month. (as unmarried son of a US citizen). I looked on the New York City District Office processing times and it says they are processing Dec 2002. My priority date is Jul 1999 because my father upgraded the petition. My question is:

1) Since my priority date is current, how long will my i-485 take to process for my greencard? Since I will file my 485 in July 2005, does that mean it will take up to 3 years to process.

I am confused. Please help
 
If NYC office is saying that they are processing cases filled in 2002 that means you need to wait for 3 years.
