Depending on where the casse is currently located, the processing timeframe will differ, even though the PD is current. If you filed over the last few months, the I-485 will not go to a backlog center, so it will be processed within 2-4 months at a regular service center. If you filed, let's say, 1 year ago, the case went to a backlog center, so it will probably not be processed for another year, even though it was filed perhaps 1 year earlier than many other cases. In retrospective, people who are currently filing I-485 are better off than people who filed their case last year, even though both cases have the same EB category and current PDs. The 2005 goal at backlog centers is to process cases within 15 months, while the 2006 goal is a 6 month processing timeline. As far as a bill being passed, it takes months, maybe even years, or even never, before it will actually have an effect as it has a long way to go and many obstacled to overcome before becoming law.
