Entering the US on B2 visa and I-94 with "No EOS/COS"

My niece was issued a one-year B2 visa with multiple entries. For the first time she visit the family in the US, she was approved for a 6-month stay. She stayed for 5 months. Two months after, she came back for a family wedding. At the POE, she was granted for 2 months. However, there was "No OES/COS" on her I-94 and passport.

I understand that she will have to leave on or before the date stamped on the I-94. Would the "No OES/COS" affect her application for another B2 visa in the future? How long should she wait before she applies for a B2 visa again? What should she do?

She can apply the very day if she wants. She just has to keep her visits short and spaced out. I personally never use the word visit when the amount exceeds 30 days, but then I am not the inspector issuing I-94s. Your niece invoked doubts in the mind of the POE inspector when she requested another entry after having stayed in the US for 5 months out of the last 7. She could have been refused entry and sent back. She is lucky that she was issued a restricted I-94 that does not allow her to change or extend her status.
