I got a letter from USCIS for the enquiry I requested this Monday. Here is the reply (in post mail):

Type of service requested: Case Status - Outside Processing Time

The status of this service request is:

Service records show that your case is still pending due to the backlog of cases in our system. Because of this, a decision has not been made yet. Your case is still active and you will be notified when a decision is made.

I don't know if this is common that USCIS does not specify what exactly you are stuck into. Since they already move to Apr 2004 cases, I don't think they have an active backlog of older cases other than those stuck externally (like name check or background clearance). Is there a way to check the exact cause and expediate that processing? If FBI holds your name check for ever, what else can you do? I am afraid I will have to contact our local senators or congressmen now.

Did you check with the FBI if your name check is done ?

Are you from China or someplace like that which was very common names ? If so stuck in namecheck is a distinct possibility.

I don't think anyone can expedite a namecheck -- but you can try your luck !!
These days with all the national security BS, no one questions the FBI when it takes its own sweet time to do namecheck (some cases have been pending namecheck for close to 2 yrs !!!)

Senators/Congressmen can do little if one is stuck in the name Check.
If one is stuck for ever --- EAD/AP is the only way...
 
I sent a fax to FBI a couple months ago but no response yet. Yes I am from China. My name is not that common (well, all last names are common but I assume they will check the full name), but I do know a couple of academic people with the same name. No idea why it takes so long.

You need to call the 800 number on your receipt. It took me a 20 minutes waiting.
