Employment Authorization for kids

My LC was filed on March 29th 2002 for VA and they are currently working on March 6, 2002. My daughter would really like to work asap so she could pay for college. My question: Can we get an Employment Authorization for her as soon as the LC is approved for the State of Virginia or do we have to wait till it's approved by the Federal/Regional department which takes longer? Thank you for any information.

She can only apply for EAD if there is an I-485 on her behalf.

Right now you're waiting for your LC. Once you get the ETA750, your company will have to file an I-140 on your behalf.
Thanks to Concurrent Filing you don't have to wait for the I-140 approval to file your I-485. Along with your I-485, I-765 and I-131, you can file your dependent's I-485, I-756 and I-131.
When your daugther's I-765 is approved, she will be able to file to the SSA for a Social Security Number, and find a job.
Waiting times depend on where you file, but the whole process requires a lot of patience
