Employer refusing final paystub and dilly-dallying on the paycheck besides the relieving letter

I have been working for full time in a Manassas-based software organization whose founder is an India. It is a propreitor ship company and the only team size here (excluding me -- recently quit) now is 5 (He, his wife, his sister, two guys from their offshore in L1). I was in H1.

The employer is exercising unnecessary coercion, duress and pressure tactics in the following perspectives:

  1. Refusing the final paycheck giving lame reasons like sent to old address, new address and beating around the bush.
  2. Delay-denying the pay stub telling some vague stories like final paystub would be given part of W2 only. (They have habit of generating paystubs every quarter only even though the pay used to be monthly)
  3. He is telling that the organization has no rules of giving 'experience'/'relieving' letters.

Can some one help out giving a solution to straighten out the mess created by such jokers?

The issue you raise is essentially between you and your employer. If he is not paying you, you can complain to Department of Labor. You can also sue him in a small claims court for back wages.
